Resident Technical Officer (Civil & Structural)

About the role

Turner & Townsend is hiring a Resident Technical Officer (RTO) for Civil & Structural works in Singapore. The RTO supervises and inspects construction works on site to ensure compliance with approved drawings, specifications, statutory requirements, quality standards and safety regulations, working closely with the Qualified Person (QP), Resident Engineer (RE), contractors and project stakeholders.

Key responsibilities

• Inspect and supervise civil and structural works, ensuring they follow approved drawings, specifications, method statements and relevant codes of practice
• Monitor workmanship, materials and construction quality, witness site tests and inspections, and record defects, non-conformances and deviations
• Follow up on corrective actions and rectification works, and maintain site records, reports and inspection documentation
• Liaise with contractors, consultants, subcontractors and authorities, attend site meetings and assist the RE and QP with technical issues
• Ensure compliance with BCA regulations, Workplace Safety and Health (WSH) requirements and project specifications, monitor site safety and support regulatory inspections and audits
• Maintain site diaries and inspection reports, review shop drawings and method statements, and prepare reports for the Resident Engineer and project management team

Required profile

• Diploma in Civil Engineering, Structural Engineering or a related discipline
• Registered Resident Technical Officer with BCA preferred
• Relevant certifications required under Singapore regulations
• 3-5 years or more of experience in construction site supervision for civil and structural works
• Experience in data centre, infrastructure, commercial, residential or industrial projects
• Familiarity with Singapore construction regulations and standards
