Resident Technical Officer – Coastal Development

About the role

The Resident Technical Officer (Coastal) will lead on‑site supervision for a coastal development project on an offshore island in Singapore. Reporting to the Resident Engineer, you will ensure that all works meet technical specifications, safety standards and environmental requirements.

Key responsibilities

• Supervise land reclamation, marine construction and coastal development activities on site.
• Assist the Resident Engineer in quality control, safety enforcement and progress monitoring.
• Inspect works, maintain material, vessel and equipment logs, and prepare regular reports.
• Liaise with contractors, consultants and authorities to ensure compliance with work plans and regulations.
• Review technical submissions, method statements, risk assessments and variation orders.
• Conduct safety audits, oversee defect rectification and manage final handovers.
• Operate drones and remote‑operated vehicles for site documentation (training provided).
• Support administrative tasks such as document control and progress tracking.

Required profile

• Accredited Resident Technical Officer (RTO) by IES/ACES.
• Minimum 3 years site supervisory experience, with at least 2 years in land reclamation, marine construction or coastal development.
• Strong English communication and report‑writing abilities.
• Ability to obtain internal security clearance from the employer and Singapore government.

Required skills

• Accredited RTO certification (IES/ACES).
• Proficiency in Microsoft Office.
• Experience with scheduling software and IT documentation tools.
• Knowledge of marine operations, dredgers, barges and MPA regulations.
• Drone operation and remote‑operated vehicle handling.
