Senior Construction Planner – Oil & Gas Refineries

About the role

We are seeking a senior‑level Construction Planner to lead planning and scheduling for refinery projects across Singapore. The role involves creating fully logic‑linked construction schedules, monitoring progress, and coordinating with multiple trades to ensure timely delivery.

Key responsibilities

• Develop and maintain detailed Primavera P6 schedules for refinery projects, establishing baseline schedules and construction sequencing.
• Liaise with contractors to obtain and integrate their detailed L4 schedules, ensuring logical linkage across civil, structural, mechanical, piping, insulation, painting, electrical, instrumentation and other trades.
• Define work breakdown structures (WBS) and construction work packages in coordination with engineering and construction teams.
• Set up and apply a construction progress methodology, monitor variances, critical path changes and potential delays.
• Prepare weekly and monthly planning reports, including S‑curves, manpower histograms, productivity analysis and look‑ahead schedules.
• Perform schedule risk assessments, develop mitigation and recovery plans, and support forensic schedule and time impact analyses.
• Integrate subcontractor schedules into the master schedule and ensure alignment with overall project milestones.
• Assess schedule impacts of design changes, scope growth, procurement delays and site constraints, advising project management on risks and mitigation actions.
• Ensure all planning activities comply with project controls procedures, contractual requirements and company standards, incorporating HSE milestones.

Required profile

• Minimum 10 + years of planning and scheduling experience in oil & gas projects.
• Bachelor’s degree in Engineering (Civil, Mechanical, Electrical) or Construction Management.
• Proven experience on refinery projects, both brownfield and greenfield.
• Expert‑level proficiency in Primavera P6 (mandatory).
• Strong understanding of refinery construction disciplines such as piping, structural steel, mechanical, electrical and instrumentation.
