Senior Development Partner, Manpower Policies

About the role

EnterpriseSG's Industry Human Capital (IHC) drives growth for Singapore enterprises through talent, leadership and manpower strategies. Within the Manpower Policies department, the team works with internal and external stakeholders to assess and advocate for policies that help local companies access talent. This role develops insight into national manpower and education policies and the talent challenges companies face.

Key responsibilities

• Review manpower policies with government agencies to ensure they remain relevant to businesses while balancing national objectives.
• Design and implement manpower schemes and assistance programmes, and advise enterprises on their eligibility and suitability.
• Drive evidence-based policy development using data analysis, trend identification and recommendations that inform strategic initiatives.
• Build and maintain data products, ingesting, wrangling, analysing and visualising complex datasets into analytical tools and interactive dashboards.

Required profile

• Self-driven, with strong communication and interpersonal skills to engage diverse stakeholders.
• Passionate about supporting the manpower needs of Singapore enterprises.
• Fast learner able to multi-task and adapt to a fast-changing environment.
• Good analytical and decision-making skills; experienced in database management and SQL query writing.
• Proficiency in Python (or another language) with data manipulation libraries for analysis and ETL, and data visualisation tools such as Superset, Tableau or similar.
• Advantageous: industry experience and/or knowledge of Singapore government manpower policies and programmes.
