Senior Geospatial Manager

About the role

The Senior Geospatial Manager is a key member of the Geospatial Services team, which delivers geospatial solutions, analytics, data fusion and conversion services, and training programmes to deepen geospatial capabilities in Singapore's public and government sectors. The role has a strong project and product management focus, overseeing the delivery of geospatial solutions and the ongoing development of the ArcGIS Enterprise Portal, with an eye toward embedding AI and machine learning into geospatial workflows.

Key responsibilities

• Own the full project lifecycle, from requirements gathering and scoping to deployment, so that solutions are fit for purpose, on time and within scope.
• Oversee the technical management of solutions on the ArcGIS Enterprise Portal, including platform administration, user access control, content management and configuration.
• Work with senior stakeholders in healthcare, social, education and government sectors to turn their needs into structured workplans and technical requirements, including opportunities where AI can augment analysis and decision-making.
• Drive the development and configuration of geospatial applications for public sector agencies.
• Lead the design and delivery of geospatial programmes and technical workshops for technical and non-technical audiences.
• Advocate for geospatial technology by turning technical complexity into clear, value-driven business cases for senior management.

Required profile

• 8 to 10 years of relevant experience, with a track record of bridging technical development and executive-level project and product management.
• Strong organisational skills, with experience managing full project lifecycles and vendor relationships; a formal project management certification such as PMP is highly advantageous.
• Business analysis skills: requirements gathering, solution scoping and stakeholder alignment.
• Ability to present high-quality decks and explain complex geospatial and AI concepts to non-technical stakeholders.
• Proven ability to build and manage cross-functional relationships across multiple government agencies and teams.

Required skills

• Advanced, hands-on experience administering and configuring ArcGIS Enterprise Portal; familiarity with ArcGIS Pro, ArcGIS Online and the ArcGIS API for Python.
• Proficiency in Python and JavaScript; R is an advantage.
• Solid understanding of geospatial concepts, data fusion and spatial analytical methods.
• Working knowledge of AI and machine learning in a geospatial context (spatial predictive modelling, automated feature extraction, Python-based AI/ML libraries); hands-on experience is a strong advantage.
• Experience with QGIS is a bonus.
