Senior Manager – Contracts Management

About the role

The Contracts Section of the Building Division is looking for a Senior Manager to lead the governance and efficient handling of construction contracts. This role serves as the Centre of Excellence for the organisation’s building contracts, ensuring consistency, transparency and compliance across all projects.

Key responsibilities

• Liaise with project sections to secure timely procurement of contracts for development projects.
• Translate project requirements into quotation and tender documents, manage the full ITQ/ITT process from preparation to evaluation and recommendation.
• Coordinate with co‑users on integrated CCs projects, including fund release requests.
• Support budget forecasts, collect and analyse data, and maintain a backend database.
• Ensure all procurement activities comply with government and internal policies.
• Assist internal and external auditors during tender and project audits.
• Drive improvements to internal systems, processes and procedures for greater efficiency.
• Implement procurement strategies that enhance governance and operational performance.
• Participate in division project teams and perform ad‑hoc duties as assigned.

Required profile

• Proven experience in contract and procurement management within the construction or building sector.
• Strong understanding of government procurement regulations and financial procedures.
• Ability to work collaboratively with multiple internal stakeholders and external partners.
• Analytical mindset for budgeting, data collection and process optimisation.
• Experience supporting audit activities and implementing governance improvements.
