Technology Program Manager, Risk and Governance, Markets Trading Technology

About the role

Citi is looking for a Technology Program Manager within Risk and Governance, Markets Trading Technology in Singapore. This is a senior individual contributor role in Asia Markets Technology that combines strategic program delivery with end-to-end governance, risk and regulatory compliance across the Asia-Pacific region. It works closely with Global and Regional Markets Technology teams and in-country technology leads, and covers third-party, inter-affiliate and cloud arrangements across APAC legal entities.

Key responsibilities

• Oversee technology components of moderately complex IT projects, covering planning, execution, timing, functionality, quality and cost, and share responsibility for budget, policy and planning.
• Develop and manage work plans, project schedules, resource plans and status reports for in-country business-critical programs, and track regulatory issues and action plans.
• Act as accountable owner for third-party relationships (external OSPs) and inter-affiliate service transfers across APAC, ensuring compliance with local laws and regulations.
• Ensure compliance with multi-jurisdictional outsourcing and data privacy rules, including MAS Notice 658/1121 (Singapore), HKMA SPM SA-2 and SFC guidelines (Hong Kong), APRA CPS 231/234 (Australia), FSA guidelines (Japan), RBI outsourcing directives (India) and data protection acts.
• Lead regulatory Requests for Information, exchange audits (e.g. SGX, HKEX) and the end-to-end Business Outsourcing Proposal process, including Materiality Assessments and submissions to governance committees such as SOAP and HKTPRMC.
• Manage regional reconciliation of Intra-Citi Services Agreements, enforce KPIs and SLAs for critical vendors, and lead audit and inspection readiness.
• Act as technology risk advisor to the Service Recipient Owner, integrating PRCM standards into the MCA program and escalating risks and control gaps.
• Use AI tools and modern ways of working to improve productivity in planning, reporting, communication and decision support.

Required profile

• 6-10 years of experience in a related technology role, with commensurate people management experience.
• 6-10 years in technology program management, governance, risk or compliance within a global financial institution; direct exposure to Markets or Trading technology in an APAC capacity is strongly preferred.
• Technology background required; software development or engineering experience is a strong differentiator.
• Bachelor's degree in Computer Science, Information Technology, Engineering, Business Management or a related field, or equivalent experience; a Master's degree is advantageous.

Required skills

• Working knowledge of APAC financial regulations (MAS, HKMA, APRA, FSA, RBI) and data privacy frameworks.
• Proven ability to manage regulatory RFIs, exchange audits and governance committee submissions across multiple jurisdictions.
• Excellent written and verbal communication skills.
• Proficiency with AI tools and productivity platforms.
• Strong analytical skills and ability to communicate complex information clearly to senior audiences.
