Technology Specialist, Payments Development & Data Connectivity (Contract)

About the role

A Technology Specialist is sought to lead and support policy and infrastructure projects that advance the next generation of payments connectivity, helping Singapore maintain its position as a global payments hub. The role reviews and improves technical architecture, assesses and mitigates technical risks, and works with industry partners to strengthen Singapore's competitiveness as a digital finance centre. It is a 2-year contract.

Key responsibilities

• Review the technical architecture and design of payment systems, including interlinking models, for scalability, security and performance, and recommend improvements following best practices.
• Identify technical risks and work with policy analysts and industry stakeholders to develop strategies, policies and frameworks for governing domestic payment rails and cross-border linkages.
• Work with financial institutions, foreign regulators and international organisations to expand cross-border payments connectivity through bilateral and multilateral infrastructure projects.
• Stay up to date with emerging technologies and propose innovative solutions with industry partners to improve payment connectivity.

Required profile

• Bachelor's or Master's degree in Computer Science, Information Technology or a related field.
• Experience in product or infrastructure development in financial services is advantageous.
• Keen interest in the payments sector.
• Ability to manage multiple priorities and adapt to change in a fast-paced environment.

Required skills

• Strong understanding of payment technologies, infrastructures and systems, and of software architecture, design patterns and best practices.
• Programming in languages common in financial services such as Java, Python or C#, with experience building or maintaining scalable financial systems, APIs, orchestration platforms or payment processing applications.
• Familiarity with cybersecurity principles and risk management.
• Strong analytical, written and verbal communication skills, and the ability to work with technical and non-technical stakeholders.
