Head of Human Resources – Southeast Asia

About the role

Our client, an international infrastructure‑related business expanding across Southeast Asia, is seeking a senior HR leader to build and scale the Human Resources function. This hands‑on generalist role will shape people strategy, HR policies and frameworks as the regional operation grows over the next 4–5 years.

Key responsibilities

• Design, implement and scale HR policies, systems and frameworks across Southeast Asian operations.
• Partner with senior leadership on workforce planning and organisational design to support regional growth.
• Lead learning and development programmes for leadership, operational, technical and functional staff.
• Build career pathways, succession planning and talent development frameworks.
• Develop and institutionalise performance‑management processes that drive accountability.
• Support organisational development, change management and cultural integration across multiple markets.
• Create employee‑engagement and retention strategies for diverse corporate and operational workforces.
• Monitor workforce analytics, HR metrics, manpower planning and talent KPIs to inform business decisions.
• Act as a trusted HR advisor to senior management on organisational and people matters.
• Ensure compliance with regional employment regulations while crafting pragmatic policies.

Required profile

• 10–15 years of progressive HR experience with regional exposure across Asia.
• Strong generalist background covering talent management, organisational development, performance management and employee engagement.
• Proven experience building or significantly developing HR structures, frameworks and policies in a growing or changing organisation.
• Experience in infrastructure, engineering, energy, utilities, transportation, logistics, industrial, construction or similarly complex operational environments is advantageous.
• Comfortable supporting a mix of corporate, operational, technical and project‑based teams.
