HR Cum Purchaser

About the role

We are looking for a proactive HR Cum Purchaser to manage both human‑resource functions and procurement activities for our construction projects in Singapore. You will ensure compliance with local labour regulations while securing cost‑effective supplies for site operations.

Key responsibilities

• Administer work pass applications, renewals and cancellations (WP, SP, EP) via MOM Online, ensuring medical and security bond compliance.
• Process monthly payroll, including overtime, CPF contributions and Foreign Worker Levy payments.
• Maintain company compliance with the Employment Act and EFMA, and keep accurate worker records.
• Post job advertisements, screen candidates, conduct orientations and recruit site and office staff.
• Identify, evaluate and negotiate with suppliers for raw steel, hardware, welding consumables and PPE.
• Issue purchase orders, track deliveries and coordinate with site supervisors to avoid project delays.
• Liaise with MOM, BCA and NEA for licensing, audits and regulatory matters.
• Manage office supplies and coordinate maintenance or insurance for vehicles and machinery.

Required profile

• 2–3 years of experience in HR and/or purchasing, preferably within Singapore’s construction industry.
• Knowledge of MOM regulations, Work Injury Compensation Act (WICA) and steel material specifications.
• Strong negotiation and communication abilities to engage suppliers and a diverse workforce.
• Ability to handle multiple tasks efficiently in a fast‑paced environment.
• Fluent English; Mandarin or other languages advantageous.
