Senior HR Manager – Public Service

About the role

The Ministry of Culture, Community and Youth (MCCY) seeks a self‑motivated Senior HR Manager to lead seamless employee service journeys and support a motivated, engaged workforce. You will partner with HR Business Partners and Specialists to deliver efficient HR operations aligned with MCCY’s strategic goals.

Key responsibilities

• Manage end‑to‑end employee matters including recruitment, onboarding, staff movements, contract administration, engagement and well‑being.
• Address HR queries from divisions and ensure timely, accurate responses.
• Maintain HR systems (e.g., HRPS) with up‑to‑date staff records and data accuracy.
• Lead process‑improvement initiatives, leveraging AI, RPA and digital tools to automate routine tasks.
• Produce and update documentation, SOPs, manpower databases and survey reports.
• Participate in projects that transform HR work and drive strategic initiatives.

Required profile

• Minimum 5 years of relevant HR experience in the Singapore Public Service.
• Proven ability to interact professionally with internal and external stakeholders, demonstrating empathy and sensitivity.
• Strong understanding of HR policies, processes, legislation and ability to communicate them clearly.
• Experience analysing HR systems, identifying cause‑effect relationships and recommending improvements.
