Environmental Control Officer (ECO) – Singapore

About the role

The Environmental Control Officer (ECO) will lead the implementation of the Environmental Monitoring and Management Plan (EMMP) across construction projects in Singapore. This role ensures compliance with environmental legislation, promotes best practices on site, and responds to any environmental incidents.

Key responsibilities

• Implement and oversee the EMMP throughout all project phases.
• Conduct regular site inspections for air quality, water management, noise control and waste disposal compliance.
• Identify, report and recommend corrective actions for non‑compliance or potential breaches.
• Maintain accurate environmental documentation, inspection records and statutory reports.
• Liaise with NEA, PUB, NParks and other authorities to ensure full regulatory compliance.
• Deliver site briefings and toolbox talks to raise environmental awareness among workers and subcontractors.
• Review and contribute to environmental method statements, risk assessments and pollution control measures.
• Supervise installation and maintenance of pollution control systems such as silt fences, wheel wash bays and oil interceptors.
• Respond to environmental emergencies, manage spills or complaints, and ensure proper containment and reporting.
• Participate in audits and support continuous improvement of environmental management practices.

Required profile

• Registered Environmental Control Officer (ECO) with NEA.
• Minimum 2 years of experience in construction or infrastructure projects.
• Strong knowledge of Singapore’s environmental regulations, codes of practice and EMMP requirements.
• Excellent communication and reporting skills for liaising with authorities and stakeholders.
• Ability to conduct independent site inspections and proactively resolve issues.
• Familiarity with environmental monitoring tools and reporting systems (advantage).
