Senior Legal Counsel – Global Payments & Regulatory Licensing

About the role

OSL is seeking a senior legal professional to lead its global licensing and regulatory strategy for next‑generation payment infrastructure. The role will be based in Hong Kong or Singapore and will work closely with product, compliance and risk teams to ensure seamless cross‑border settlement.

Key responsibilities

• Drive licensing submissions, renewals and strategic regulatory filings across Europe, Latin America, Southeast Asia and Africa.
• Act as the primary legal liaison with financial regulators, central banks and external counsel.
• Interpret global financial services, crypto and payment regulations to advise executive leadership on risk and expansion.
• Partner with product, compliance and risk teams to align business models and settlement flows with local laws.
• Draft and negotiate regulatory‑driven agreements, joint ventures and strategic banking contracts.

Required profile

• 8+ years post‑qualification experience, preferably from top international law firms or leading tech/fintech companies.
• Proven track record in executing financial services, payment or digital‑asset (VASP) license applications.
• Deep knowledge of global payment regulations, central‑bank rules and digital‑asset compliance frameworks.
• Business‑level fluency in English and Mandarin, both written and spoken.
• Strong communication and cross‑border stakeholder management skills.
