Assistant Director, Planning & Design, Healthy Food & Dining Division

About the role

The Health Promotion Board (HPB) is recruiting an Assistant Director for its Healthy Food & Dining Division, which develops programmes making healthier eating the easier everyday choice for Singaporeans. The role leads the division's planning function, sitting at the intersection of strategy, operations and governance, and is offered as a 2-year contract.

Key responsibilities

• Develop and review the division's multi-year strategic plans, turning national healthier eating priorities into roadmaps, and scan supply and demand trends such as industry reformulation, consumer behaviour and nudge interventions.
• Design and implement interventions that shift consumer attitudes and behaviours toward healthy eating, working across teams to set targets, define behaviour change objectives and build sequenced campaign strategies.
• Act as secretariat for the Food Strategy PMO, setting project governance standards, milestone tracking, reporting and escalation protocols, and managing interdependencies so projects are delivered on time, within scope and budget.
• Support the Director on resource allocation, oversee the full budget cycle (projections, submissions, forecasting, utilisation), maintain the risk register and ensure audit readiness.

Required profile

• Minimum 8 years of relevant experience, including 3 years in a supervisory role in programme management, public health, the food industry or a related field.
• Good understanding of Singapore's food landscape, including retail and F&B industries.
• Experience in public sector, health promotion, finance and resource management, risk and compliance management is an advantage.
• Dynamic self-starter able to own programmes end to end in a fast-paced environment.

• Strong written and verbal communication, leading without direct authority and managing competing demands.
