Assistant Director / Senior Assistant Director, Category Lead, Facilities & Construction

About the role

NTU is looking for a seasoned procurement leader to act as Category Lead for Construction and Facility Management. The role leads the team behind category strategies, provides strategic and operational leadership to procurement teams, and ensures efficient, compliant and cost-effective acquisition. It suits someone with a broad procurement background across these categories who can work in a dynamic higher education environment.

Key responsibilities

• Develop and execute category strategies for Construction and Facility Management, working closely with key stakeholders
• Lead the team on complex tenders, including developing and driving the tender roadmap
• Evaluate procurement strategies, market conditions, cost drivers, lifecycle costs and risk mitigation for construction and facilities spend
• Apply experience in construction cost estimation, quantity surveying, tender pricing analysis and benchmarking of building, infrastructure, M&E and facilities management projects
• Assess project cost reasonableness, challenge consultant and contractor cost proposals and identify cost savings without compromising quality, safety or operations
• Coach and mentor the team, develop technical competencies in sourcing, contracting, procurement governance and supplier management, and run targeted learning programmes
• Use purchasing tools such as spend analytics, e-sourcing, auctions and contract management in line with strategic sourcing standards

Required profile

• Minimum 10-12 years of Construction and/or Facility Management procurement experience
• At least 5 years in a leadership role managing procurement teams
• Experience in public sector, higher education, research institutions, healthcare, statutory boards or large complex organisations is preferred
• Demonstrated experience in strategic sourcing, contract management and procurement governance
