Assistant Head/Payroll (Finance Department)

About the role

The National Institute of Education (NIE) in Singapore is hiring an Assistant Head/Payroll for its Finance Department. Reporting to the Head of Finance, the role supports payroll administration, budget monitoring, financial operations and related governance matters.

Key responsibilities

• Oversee and administer all payroll operations, ensuring timely and accurate processing of salaries, payments and related transactions.
• Ensure compliance with statutory and regulatory requirements such as the CPF Act, Employment Act and Income Tax Act.
• Monitor manpower budgets, track utilisation and prepare expenditure forecasts for financial planning and reporting.
• Administer the Institute's operating budget, including allocation, utilisation review and follow-up on variances or funding needs.
• Oversee overseas travel claims, ensuring compliance with institutional policies and financial guidelines.
• Oversee accounting for self-financing programmes and conference funds, including monitoring, reconciliations and reporting.
• Administer insurance policies, including renewals, claims coordination and stakeholder liaison.
• Work with internal stakeholders to improve finance processes, strengthen controls and deliver finance services effectively.

Required profile

• University degree in Accountancy or a related field.
• At least 5 years of accounting and managerial experience.
• Member of the ISCA (Institute of Singapore Chartered Accountants).
• Strong interpersonal, organisational, communication and writing skills, and strong conceptualisation and analytical skills.
• Self-motivated, able to work independently and as a team player.

Required skills

• Highly proficient in Microsoft Office applications.
• Knowledge of SAP S/4HANA is an advantage.
