Chief Executive Officer (Mandarin Speaking)

About the role

The client is launching a next‑generation global offshore digital bank backed by a major fintech group. This is a founding CEO position responsible for shaping the bank’s vision, building the leadership team, engaging regulators and guiding the organization through licensing, launch and early‑stage growth.

Key responsibilities

• Define and execute the overall strategy, licensing readiness and operational build‑out of the digital bank.
• Engage regulators and ensure compliance with prudential, AML/CFT, conduct and governance standards.
• Build and scale the senior leadership team across technology, product, operations, compliance and finance.
• Shape platform architecture in partnership with technology and product leaders.
• Oversee risk, capital, liquidity and control frameworks in line with regulated banking requirements.
• Represent the bank to shareholders, regulators, partners and external stakeholders.
• Drive multi‑market expansion and ensure operational readiness from day one.

Required profile

• 15+ years in banking or financial services, with 5+ years in senior leadership (C‑suite/MD/CEO‑1).
• Experience in regulated banks or licensed financial institutions.
• Clean regulatory and professional record; able to pass full background checks.
• Bilingual English (near‑native) and Mandarin (business fluency).
• Demonstrated interest in Web3 and digital‑asset financial models.
• Experience managing cross‑border or regional teams.
