Country Procurement Head

About the role

The Country Procurement Head leads procurement and contract management across complex infrastructure and engineering projects. This senior position ensures strong governance, aligns stakeholders, and delivers procurement strategies that balance compliance, efficiency, and business objectives.

Key responsibilities

• Facilitate clear communication between external partners (contractors, suppliers, tenderers) and internal teams (engineering, operations, finance, safety, legal).
• Design and implement tendering and sourcing processes suited to project scale and complexity.
• Develop frameworks for supplier selection, evaluation, relationship management, and performance monitoring.
• Lead commercial negotiations, oversee tender preparation, evaluation, risk assessments, and compliance checks.
• Administer standard contract forms (e.g., PSSCOC, SIA, FIDIC, Orgalime) and enhance contract conditions for professional services and construction works.
• Manage conflicts, performance issues, and non‑compliance through structured negotiation.
• Supervise payment certifications, variation orders, delay notices, and claims.
• Provide contractual and commercial guidance to management and internal teams.
• Act as custodian of procurement policies, drive transformation initiatives, and strengthen internal controls.
• Mentor procurement and contracts teams, conduct governance training, and establish dashboards for monitoring compliance and risks.

Required profile

• Bachelor's degree in a related discipline.
• Strong track record in procurement, contract management, or construction‑related fields.
• Familiarity with e‑procurement platforms and digital transformation initiatives.
• Solid understanding of PSSCOC, SIA, FIDIC, and Orgalime standards.
• Proven ability to lead teams, manage stakeholders, and drive negotiations.
• Resilience in dynamic environments and ability to balance governance with business priorities.
