Director of Contracts – Singapore

About the role

The Contract Director for the Lead Maintenance Activity (LMA) will oversee the US Navy’s ship repair and maintenance contracts across Singapore and the wider Indo‑Pacific region. Reporting to senior naval logistics commands, the role ensures contract performance aligns with strategic readiness objectives.

Key responsibilities

• Manage the full contract lifecycle from pre‑award source selection support through post‑award administration, modifications, claims and closeout.
• Monitor contractor performance against specifications, safety standards and quality assurance requirements.
• Oversee financial aspects including budget tracking, invoicing, progress payments and conduct price‑ and cost‑analyses.
• Supervise subcontractor performance, compliance and integration into the overall contract effort.
• Serve as primary liaison between the contractor and government stakeholders such as NAVSUP FLC Yokosuka Site Singapore and COMLOG WESTPAC.
• Lead negotiations for contract modifications, change orders and resolve site or contractual issues promptly.
• Maintain comprehensive documentation and provide regular reports on performance, financial status and risk.
• Identify contractual and performance risks and develop mitigation strategies.

Required profile

• Minimum 12 years of experience in government contract management, preferably with DoD or US Navy contracts.
• Proven track record managing complex IDIQ and firm‑fixed‑price contracts.
• Direct experience with ship repair, maintenance or large‑scale performance‑based service contracts is highly desirable.
• Bachelor’s degree in Business Administration, Finance, Engineering or a related field.
