Executive Manager / Senior Manager, Manpower Development

About the role

The Manpower Development Department is looking for an Executive Manager or Senior Manager to lead the design, development and implementation of manpower development programmes and schemes for the construction sector. The team works closely with industry stakeholders such as firms, Trade Associations and Chambers (TACs), and other government agencies to build business capabilities and drive innovation.

Key responsibilities

• Lead the rollout of a manpower capability development platform, including an online skills assessment and a skills test booking system so firms can self-help and access foreign workers' skills status and upgrading records.
• Build and strengthen skills testing capability in Singapore for new foreign worker entry and upgrading, including reviewing and refining assessment standards to keep them rigorous and relevant.
• Contribute to the development of future skills standards and assessment models that keep pace with industry transformation.

Required profile

• Tertiary qualification in Engineering, Business or a related discipline.
• Experience in a construction-related field is an advantage; experience implementing Robotic Process Automation (RPA), virtual tech imaging tools such as smart glasses, or developing test management systems is also an added advantage.
• Fresh graduates are welcome to apply.
• Strong analytical skills, with the ability to interpret data and give meaningful insights.
• Excellent communication skills with a strong command of spoken and written English.
• Good interpersonal skills, able to influence and persuade stakeholders and work well in a team.
• Detail-oriented and able to work independently.
