Head of HR – Singapore

About the role

As Head of HR you will lead the full HR function at NTS Singapore, reporting to the Managing Director and acting as the trusted advisor to the Management Team. You will build a people function that scales with the business and support the company’s growth ambitions.

Key responsibilities

• Strategic workforce planning and organisational development aligned with business growth targets.
• Design and execute recruiting, onboarding, talent development and succession planning programmes.
• Own hiring strategy, headcount planning and foreign workforce quota management.
• Maintain compliance with MOM, EDB, WSG, Fair Consideration Framework and other regulatory bodies.
• Lead performance management, compensation, benefits, payroll and HR data administration.
• Develop culture, values and organisational structures to support a high‑performance, high‑tech environment.
• Establish talent management processes, leadership pipelines and internal mobility pathways.

Required profile

• Bachelor’s degree in HR, Business Administration or related field; IHRP certification a plus.
• 12+ years of HR experience in Singapore, including 5+ years leading an HR function.
• Background in high‑tech manufacturing, semiconductor or precision engineering.
• Hands‑on expertise in Singapore work‑pass and quota management.
• Direct experience working with EDB, MOM and WSG.
• Proven track record scaling a workforce in a competitive talent market.
• Excellent communication, stakeholder management and people‑leadership skills.
