Head of Procurement – Healthcare Services

About the role

Our client, a market leader in Singapore’s healthcare services sector, is seeking a Head of Procurement to transform the function from operational excellence to strategic value creation. This senior leadership role will shape procurement governance, drive commercial value and build strategic supplier partnerships across the organisation.

Key responsibilities

• Develop and strengthen the procurement strategy, framework and governance aligned with business objectives and industry best practices.
• Partner with senior stakeholders and cross‑functional teams to understand requirements, influence demand and deliver optimal commercial outcomes.
• Lead the end‑to‑end procurement lifecycle, including sourcing strategy, supplier evaluation, tender management, negotiation and contract award.
• Drive cost optimisation and value creation through spend analysis, strategic sourcing, supplier negotiations and Total Cost of Ownership analysis.
• Establish robust procurement policies, processes and approval frameworks ensuring compliance and transparency.
• Strengthen supplier management and strategic partnerships, overseeing performance, risk and long‑term value creation.
• Identify and mitigate procurement and supply risks to ensure business continuity.
• Lead, develop and coach the Procurement team, fostering a culture of commercial excellence.
• Define procurement KPIs and performance reporting to provide visibility of spend, savings and supplier performance.
• Promote continuous improvement and digitalisation of procurement processes, leveraging e‑Procurement and ERP systems.

Required profile

• Bachelor’s degree with 10–12 years of procurement experience, including at least 5 years in a leadership role.
• Extensive end‑to‑end procurement experience in a complex, multi‑site organisation, preferably within healthcare or a highly regulated environment.
• Strong knowledge of procurement governance, policies, approval frameworks, compliance and internal controls.
• Proven track record in strategic sourcing, cost optimisation, complex negotiations and contract management.
• Commercial acumen with ability to translate initiatives into measurable business value.
• Solution‑oriented mindset with excellent interpersonal and communication skills.
