Lead / Principal Programme Manager

About the role

Rakuten Asia Pte. Ltd., the regional headquarters for Asia based in Singapore's Central Business District, is looking for a Lead / Principal Programme Manager for its Marketing Cloud Platform Department (MCPD). The role drives the delivery of critical projects across the department, working closely with leadership, management teams and technical stakeholders to meet project objectives, manage budgets and adhere to timelines. It also contributes to strengthening the PMO by helping standardise processes, refine project metrics and give data-driven insights.

Key responsibilities

• Lead the end-to-end planning, execution and closure of complex, high-impact projects and programs within MCPD.
• Define scope, objectives, deliverables and success criteria with stakeholders.
• Develop and track project plans, schedules, budgets and resource allocation.
• Identify and mitigate risks, issues and dependencies, and drive teams to meet milestones on time, within budget and to quality standards.
• Ensure adherence to project governance frameworks and methodologies.
• Monitor progress with KPIs and share timely, transparent status updates.
• Prepare data-driven insights and visualisations on project health and impediments.
• Work with the PMO to centralise project data and support consolidated management reports.
• Optimise project workflows and use project performance data to support product enhancement plans and product portfolio planning.

Required profile

• 10+ years of progressive experience in software project management, with a track record of delivering complex software projects on time, within budget and to quality standards.
• Strong leadership, communication and stakeholder-influence skills, able to build consensus and motivate cross-functional teams.
• Strong analytical, critical thinking and problem-solving abilities, with a capacity to manage risks and make data-driven decisions.

Required skills

• Project management methodologies such as Agile Scrum, Waterfall and Hybrid.
• Proficiency with industry-standard PM tools such as Jira and Confluence.
