Learning & Development Specialist for Public Sector Leaders

About the role

The Institute of Public Sector Leadership (IPSL) seeks a Learning & Development Specialist to design and deliver targeted learning interventions for Singapore public service leaders. You will work closely with senior officials, external experts, and HR officers to address performance gaps and enhance leadership capabilities.

Key responsibilities

• Diagnose learning needs and design tailored interventions for diverse learner profiles.
• Partner with stakeholders—including senior leaders, external experts, and HR officers—to co‑create effective learning solutions.
• Deliver learning programmes and workshops that align with public sector leadership milestones.
• Evaluate the impact of interventions using participant feedback and data analytics to inform continuous improvement.
• Experiment responsibly with new approaches to strengthen learning interventions and work processes.

Required profile

• Serve with heart, commitment, and purpose to deliver outcomes for the Civil Service College and the Singapore Public Service.
• Think clearly and make sound judgments by synthesising information and recommending effective learning solutions.
• Collaborate across agencies, building strong networks that foster teamwork and a positive work culture.
• Engage proactively with senior leaders and stakeholders to co‑create win‑win outcomes.
• Continuously experiment and innovate while managing risks associated with change.
