Manager / Senior Manager (Marine Licensing & Permits)

About the role

The Marine Licensing & Permits department, part of the Marine Services Division, administers port entry requirements and licenses harbour craft operating in the Port of Singapore. Reporting to the department, you will join a team that issues licences and permits so vessels meet safety, certification, ethical and regulatory standards, and help shape policies for the harbour craft sector and its decarbonisation.

Key responsibilities

• Licensing: oversee licensing of harbour craft and pleasure craft, shape licensing policies to modernise the fleet and support decarbonisation, and manage sea space allocation for mooring buoys
• Port clearance: drive projects to digitise and simplify licensing applications, enquiries and document submissions; oversee 24/7 port clearance operations; administer and enforce port clearance requirements
• Industry development: enforce manpower quota policies, review manpower and training policies to attract, upskill and retain seafarers, use industry data to inform policy and operations, and engage stakeholders on transformation and new technologies

Required profile

• Experience in customer-facing service delivery, process improvement, regulatory work, licensing policy, manpower development or the maritime sector
• Proactive, adaptable and motivated to learn, lead change and deliver results in a fast-paced environment
• Strong communication and interpersonal skills, able to engage diverse stakeholders in writing and in person
• Comfortable working with data to support policy, strategy and operational decisions
• Exposure to regulatory operations, policy development, digitalisation and industry engagement; occasional duties outside regular office hours
