M&E Manager – Mechanical & Electrical Operations

About the role

The M&E Manager will join the Mechanical, Electrical, Safety & Attractions (MESA) team at Jewel Changi Airport, Singapore’s iconic mixed‑use destination. The role is responsible for the overall performance, safety and reliability of the facility’s mechanical, electrical, attractions and fire‑safety systems.

Key responsibilities

• Oversee mechanical and electrical services including ACMV, electrical and ELV installations, fire and smoke control systems, and any assigned M&E services.
• Manage attractions systems such as the Rain Vortex and Canopy Park, and other assigned attraction services.
• Direct fire safety and workplace safety & health programmes.
• Review technical drawings, calculations and fit‑out submissions from tenants and contractors for compliance with building guidelines.
• Monitor building energy consumption, perform technical calculations, and propose cost‑saving initiatives.
• Lead Green Mark recertification, coordinating consultants to maintain or improve the building’s rating.
• Administer smart‑facility solutions, including the Computerised Maintenance Management System (CMMS), workflow automation and predictive maintenance data.
• Prepare and control OPEX and CAPEX budgets for M&E and attractions maintenance.
• Drive continual improvement through process optimisation, life‑cycle cost analysis, tender specifications and procurement.
• Manage service providers and vendor contracts, ensuring performance exceeds expectations.
• Liaise with authorities for certifications, licences and regulatory submissions.
