Partnerships Outreach Manager (Workforce Development)

About the role

The Skills and Workforce Development Agency (SWDA) is looking for a Partnerships Outreach Manager (Senior Manager level) to grow its ecosystem, which includes MyCareersFuture job listings, CareersCompass content syndication, and digital and physical event collaborations. You will build and manage high-impact partnerships with digital platforms, public and private organisations, industry hubs, subject-matter experts and thought leaders, driving user engagement, lead generation and richer content. This is a cross-functional role involving business development and digital content distribution, and the contract runs until 31 December 2027.

Key responsibilities

• Develop and iterate the digital partnership strategy, map the ecosystem and scan the market for opportunities with online job portals, government agencies, industry hubs, commercial platforms and community organisations.
• Design personalised partnership models that reach jobseekers, mid-career professionals and growth sectors.
• Lead partner engagement from pipeline development and value propositions to contract negotiation, onboarding and relationship management, and liaise between partners and internal teams.
• Build joint engagement plans such as co-marketing, content collaborations, webinars and virtual events.
• Drive user acquisition through partner initiatives and work with content and marketing teams to amplify career messages.
• Track and optimise partnership performance using metrics such as traffic growth, lead conversion and content engagement.
• Keep partnerships aligned with business priorities such as digitalisation, lifelong employability and career resilience, and explore new partners and pilot programmes.
• Oversee daily partnership operations, troubleshoot issues and manage escalations.

Required profile

• 3 years of experience in partnerships, business development or platform growth.
• Proven track record of onboarding external partners and managing cross-functional projects with internal and external stakeholders.
• Ability to structure and manage ecosystem or multi-party partnerships.
• Experience with public-private collaboration or working alongside government platforms is a plus.
• Good understanding of workforce needs and how partners can address content, service delivery or other gaps.
• Excellent communication, teamwork, relationship-building and stakeholder-management skills, with a detail-oriented, problem-solving approach.
