Project Management Engineer/Architect (2‑year Contract)

About the role

This position is a two‑year contract role focused on leading the construction project management team for a large development. You will coordinate consultants, contractors and internal stakeholders to ensure the project is delivered on schedule, within budget and to quality standards.

Key responsibilities

• Lead the consulting and contractor team, monitor the Construction Master Programme and critical milestones.
• Ensure readiness and approval of sample units, structural, M&E works, architectural finishes, lift installation and services commissioning.
• Obtain regulatory clearances for TOP & CSC applications and conduct pre‑completion handover checks.
• Drive quality management to achieve a high CONQUAS score, perform audits, and oversee material and functional testing.
• Manage contract administration, monitor project expenditure, variation approvals, EOT claims, progress payments and external requests.
• Review and monitor contractor safety & health systems, environmental controls, noise, vector control and site housekeeping.
• Coordinate with other HDB groups on optional component schemes, precast components, audits, facilities, design issues and public communications.
• Handle public relations, complaints and feedback management.

Required profile

• Professional qualification in Architecture or Engineering (Civil, Structural, Mechanical or Electrical) recognised by Singapore’s professional boards, or an equivalent degree.
• Positive learning attitude, strong technical problem‑solving ability and good written and verbal communication skills.
• Willingness to engage stakeholders and manage a variety of project‑related tasks.
• Relevant work experience in construction project management is welcomed.
