Resident Engineer – Coastal Projects

About the role
We are looking for an experienced Resident Engineer to lead land reclamation, marine construction and coastal development on an offshore island west of Singapore. The role involves supervising civil and structural works, ensuring compliance with specifications, safety and environmental standards, and coordinating with a wide range of stakeholders.
Key responsibilities
- Supervise execution of civil and structural works, ensuring adherence to contract specifications, drawings, BOQ, safety and environmental standards.
- Monitor marine transport movements and oversee sand sampling from transport vessels.
- Work closely with Senior Resident Engineers, Resident Engineers and Resident Technical Officers to track progress and supervise site activities.
- Liaise with consultants, geotechnical engineers, client representatives, project manager, contractors and authorities for smooth project execution.
- Manage project schedules, progress claims and documentation using scheduling and IT tools.
- Conduct safety audits, night‑shift checks and quality inspections to verify materials and workmanship.
- Review technical submissions, method statements, drawings, risk assessments and variations, providing recommendations.
- Inspect and approve temporary and completed works, address defects and oversee handover.
- Oversee EMMP works and monitor parameters through the Specialist EMMP Consultant’s IMS.
- Ensure compliance with workplace safety and health regulations and implement necessary modifications.
- Perform site inspections, attend meetings and prepare reports for employer, consultant and authorities.
- Support administrative tasks such as foreign worker declarations, security clearance and site documentation.
Required profile
- Degree in Civil Engineering recognised by PEB Singapore.
- Registered on the JAC accredited QSS list.
- Minimum 5 years of supervision experience on major infrastructure, reclamation, port, marine or underground works.
- Accredited Resident Engineer (RE) by IES/ACES.
- Strong English communication and report‑writing skills.
- Must pass internal security clearance by the employer and Singapore government.
Required skills
- Proficiency in Microsoft Office.
- Experience with scheduling software and IT documentation tools.
- Knowledge of marine operations, dredgers, barges and MPA regulations.
