Resident Technical Officer (C&S) – Construction Site Supervision

About the role

The Resident Technical Officer (C&S) will act as the on‑site supervisor for construction and civil‑structural works, ensuring that all activities are executed safely, on schedule, and in strict compliance with contract specifications and statutory requirements.

Key responsibilities

• Supervise timely execution of works, maintain quality control, and ensure adherence to contract documents, drawings, and site instructions.
• Review drawings and specifications for discrepancies, report findings to the Officer‑In‑Charge (OIC), and manage corrective actions.
• Inspect materials, samples, and workmanship; prepare defect lists and monitor rectification progress.
• Coordinate with main contractors, resolve queries, and attend progress, variation, QA/QC, and coordination meetings while keeping accurate minutes.
• Assist with handover of completed works, maintain up‑to‑date records, and ensure safety standards are maximised on site.
• Carry out coordination of building and civil‑structural services and perform any additional ad‑hoc duties as required.

Required profile

• Diploma in Civil or Structural Engineering from a Polytechnic or equivalent.
• Minimum 5 years of relevant experience as a Resident Technical Officer, including at least 2 years supervising deep excavation, drainage, pipe jacking, ground improvement, and monitoring instrument installation.
• Willingness to work shift patterns, including night shifts.
• Valid 2025 RTO Certification accredited by IES.
