Senior Assistant Manager, Learning & Leadership Development CoE

About the role

NUHS is looking for a Senior Assistant Manager for its Learning & Leadership Development Centre of Excellence. You will strengthen organisational capability by managing Ministry of Health (MOH) sponsorship schemes while ensuring governance, alignment and smooth implementation across all NUHS institutions, and by overseeing the planning, coordination and execution of internal training programmes.

Key responsibilities

• Coordinate the annual MOH Healthcare Manpower Development Plan (HMDP) at Group level, including applications, selection, approvals, awards and compliance monitoring, and liaise with MOH and institution L&D representatives
• Organise review sessions with senior leadership on nominations, track awardee progress and bond administration, and submit accurate financial claims
• Lead a team of two associate executives for cluster internal training programmes, covering logistics, evaluation and follow-up
• Track participation, engagement, satisfaction and learning outcomes, and introduce measurement tools such as Kirkpatrick Levels 1-3
• Support digital learning adoption through e-learning, blended learning and LMS-based delivery
• Maintain L&D policies, SOPs and governance frameworks, keep documentation audit-ready, and manage contracts, quotations and budgets where applicable

Required profile

• Preferred: degree in HR, Business, Psychology, Education or a related discipline
• Preferred: 5+ years of experience in Learning & Development, HR or talent development
• Preferred: experience leading a small team and prior experience in the public healthcare sector

Required skills

• Experience in talent development programmes such as scholarships, sponsorships and leadership development
• Programme/project management with strong operational execution
• Data literacy: interpreting learning metrics, analytics and feedback
• Familiarity with LMS platforms and virtual training tools is an advantage
• Stakeholder management, analytical thinking, integrity and governance discipline
