Senior Engineer – Project Planning & Tender Management

About the role

You will lead the planning, tendering and delivery of building and infrastructure projects for MPA, overseeing design review, budgeting and construction supervision. The role covers new builds, renovations, greening, solarisation and marine facility upgrades, guiding projects from concept through completion.

Key responsibilities

• Develop overall project schedules and budgets.
• Lead a multidisciplinary team of consultants and contractors through design, construction management and contract administration.
• Prepare technical specifications, cost estimates and tender documents; evaluate submissions and award contracts.
• Monitor progress, manage expenditures and report status to senior management.
• Resolve technical issues, coordinate with external agencies and implement innovative technology solutions.

Required profile

• Engineering or related degree.
• Minimum 3 years of experience in project management and engineering design for building and infrastructure projects.
• Working knowledge of BIM and public‑sector project processes.
• Familiarity with the Public Sector Standard Conditions of Contract (PSSCOC).
• Strong communication, analytical and team‑leadership abilities.
• Experience with Greenmark (SLE) or Net Zero Energy projects is an advantage.
