Assistant Director, Procurement

About the role

The National Library Board (NLB) is seeking an Assistant Director, Procurement to lead strategic procurement initiatives across its network of libraries and archives. This senior position works in a hybrid environment, collaborating with internal stakeholders to ensure procurement activities align with NLB’s strategic objectives.

Key responsibilities

• Develop and execute a strategic procurement plan in partnership with divisions, identifying demand aggregation opportunities.
• Provide expert advice on complex purchases and guide procurement account managers on sourcing strategies.
• Build capability of project managers and procurement staff through competency framework updates and training.
• Lead incident reporting for procurement, preparing reports and presentations for senior management and board meetings.
• Streamline processes and support technology deployment to improve efficiency.
• Oversee data analytics, internal and external audit matters, and implement improvement initiatives.
• Assist in departmental work‑plan planning and drive implementation of strategic initiatives.

Required profile

• Minimum of 8 years’ experience in public‑sector procurement.
• Proven ability to develop strategic procurement plans and manage stakeholder relationships.
• Strong analytical and presentation skills for senior‑level reporting.
• Experience in capability building and competency framework development.
