Assistant Manager – Financial Accounting & Planning

About the role

The Assistant Manager, Financial Accounting & Planning supports the financial governance of the TTSH Campus. You will lead budgeting activities, provide analytical insight for revenue and cost centres, and partner with stakeholders to drive financial performance.

Key responsibilities

• Coordinate and supervise the budget roll‑up for the campus, ensuring accuracy and timeliness.
• Perform data‑analytics support for periodic budgeting and reporting, including workload, patient‑mix revenue analysis, trend monitoring and variance analysis against actuals.
• Evaluate OPEX spending and capital‑investment requests, reviewing business cases for risks and opportunities.
• Assess internal processes, systems, policies and procedures, recommending improvements to minimise business risk.
• Collaborate across multiple departments to drive process improvements, controls and quality‑improvement projects.
• Engage internal and external stakeholders to align financial initiatives with the institution’s strategic objectives.
• Provide financial planning support and advice to cost centres and departments.
• Prepare project evaluations and submit funding and costing papers to management, NHG and MOH.

Required profile

• Proven experience in budgeting, financial analysis and reporting within a complex organisation.
• Strong understanding of OPEX and CAPEX evaluation and business‑case review.
• Ability to work collaboratively with cross‑functional teams and external partners.
• Experience in process review, risk mitigation and implementation of financial controls.
• Excellent communication skills for stakeholder engagement and presentation of financial insights.
