Business Analyst - System Modernisation & Migration

About the role

A government agency in the financial sector is replacing its Java-based legacy system with a new bespoke application. We are looking for a hands-on, client-side Business Analyst to work with business users, Product Owners, the Project Manager and delivery teams to understand existing processes, define requirements and support implementation. The project follows Agile Scrum and uses AI-assisted tools for development, prototyping, UX/UI design and requirements documentation. The contract runs for 12 months.

Key responsibilities

• Lead workshops with business users, document as-is and to-be processes, and turn business needs into requirements, functional specifications, user stories and acceptance criteria
• Create process flows, user journeys and low-fidelity mockups; help prioritise requirements and define MVP scope
• Assess the existing system, define source-to-target data mappings, transformation rules and validation requirements, and set business reconciliation criteria
• Support migration testing, cutover preparation and business readiness
• Take part in backlog refinement, sprint planning, reviews and other Scrum activities, and maintain requirements traceability
• Work with QA and business users on test scenarios and test cases, support SIT and UAT, and distinguish defects from new requirements
• Support user documentation, training and adoption of the new system

Required profile

• Hands-on Business Analyst experience in software implementation, system modernisation or migration projects
• Experience producing requirements documents, functional specifications, process maps, user stories and acceptance criteria
• Experience in Agile Scrum teams and supporting SIT/UAT, defect clarification and requirements traceability
• Ability to work independently on the client side and collaborate with technical and vendor teams

Required skills

• Data mapping, validation, reconciliation and migration quality assurance
• Preferred: familiarity with Jira, Confluence, process-modelling tools, prototyping tools such as Figma, and SQL
• Preferred: experience with Singapore public-sector agencies, Java legacy systems and AI-assisted tools
