Chief Resident Engineer – Water Infrastructure Projects

About the role

Lead and manage multidisciplinary site teams to deliver large‑scale water infrastructure projects, ensuring quality, timely execution and seamless coordination between design and on‑site operations. Act as the client’s representative, resolve contractual issues and drive project delivery from conception through commissioning.

Key responsibilities

• Direct a team that includes Construction Manager, Contracts Manager, Resident Engineers, Technical Officers, Quantity Surveyors, Safety Officer and BIM Modeller to achieve project objectives.
• Develop and implement water project management strategies in collaboration with the Project Director/Manager.
• Plan and schedule manpower and time for resident site staff to meet project milestones.
• Resolve contractual and permitting issues to maintain progress and compliance.
• Lead meetings with clients, contractors, authorities and stakeholders on technical, progress, contractual and permitting matters.
• Coordinate design reviews between head‑office design team and site staff, ensuring timely and quality outputs.
• Identify and resolve site issues, critical defects and punch‑list items with technical support to guarantee project quality.

Required profile

• Professional Engineer (PE) registration with the Professional Engineers Board Singapore or Chartered Engineer status.
• University degree in Civil Engineering recognised by the Professional Engineers Board Singapore.
• Minimum 15 years of experience in the study, design and construction of water infrastructure plant projects, preferably water‑treatment plants of about 40 MGD capacity.
• Demonstrated leadership and supervisory skills in managing resident site staff teams.
