Chief Technology Officer - Banking

About the role

A high-performing bank, described as a fintech-style institution with the governance of a regulated bank, is recruiting a Chief Technology Officer in Singapore. The role reports directly to the CEO and leads the technology agenda, strengthening operational excellence and driving innovation, scalability and resilience across the bank's technology platform. The salary is listed as SG$20,000 to SG$40,000 per month.

Key responsibilities

• Define and execute the bank's enterprise technology strategy in line with overall business objectives.
• Lead technology, engineering, infrastructure, cybersecurity and technology operations across about 80-90 internal and outsourced professionals.
• Drive platform scalability, resilience, operational efficiency and service reliability across all banking systems.
• Work closely with business, risk, compliance and operations leaders on strategic transformation initiatives.
• Identify technology risks, operational bottlenecks and control weaknesses and implement proactive remediation.
• Champion innovation in AI, automation, cloud-based architecture, digital banking and emerging technologies.
• Build high-performing technology teams, succession plans and governance frameworks while maintaining regulatory compliance.

Required profile

• Degree in Computer Science, Engineering, Information Technology or a related discipline.
• 20+ years of technology leadership experience in banking, digital banking, fintech or regulated financial services.
• Proven track record leading large-scale technology organisations and managing complex technology estates.
• Prior experience as CTO, Deputy CTO, CIO, Head of Technology or equivalent in banking or fintech.
• Ability to act as a strategic partner to the CEO and executive leadership team while remaining hands-on when required.

Required skills

• Building and scaling digital-first banking platforms, technology operations and cybersecurity capabilities.
• Understanding of banking regulations, operational risk management, resilience frameworks and technology governance.
• Delivery of technology transformation, cloud adoption, AI initiatives and digital innovation programmes.
