Civil & Structural Resident Technical Officer (RTO) – Changi

About the role

Join the SMM site supervisory team on a major project in Changi, Singapore. As a Civil & Structural Resident Technical Officer (RTO), you will ensure construction works are carried out safely, efficiently, and in full compliance with approved drawings, specifications and regulatory requirements.

Key responsibilities

• Review project drawings and specifications, flagging discrepancies and potential issues before and during construction.
• Maintain and review records of materials, samples, inspections, site equipment and test reports.
• Monitor contractors' schedules, site progress and day‑to‑day construction activities.
• Ensure compliance with the Building Control Act, relevant Codes of Practice and authorities such as BCA, LTA, NEA, NParks, PUB, SCDF, SPPG, Singtel and StarHub.
• Verify contractors' progress payment claims, reports and submissions.
• Conduct final inspections, prepare defect lists and ensure proper handover.

Required profile

• Diploma in Civil Engineering or equivalent qualification from a Singapore Polytechnic or recognised institution.
• Registered Resident Technical Officer (RTO) with BCA/IES/ACES.
• National Certificate on Construction Supervision (NCCS) from BCA Academy or equivalent.
• Minimum 5 years of site supervision experience as an RTO, preferably with airport/aerospace/aviation exposure.

Required skills

• Construction supervision and site management.
• Knowledge of Building Control Act and related Codes of Practice.
• Familiarity with regulatory authorities (BCA, LTA, NEA, NParks, PUB, SCDF, SPPG, Singtel, StarHub).
