Job description
About the role
The Online Safety Commission (OSC) is a new government agency supporting the Office of the Commissioner of Online Safety under the Online Safety (Relief and Accountability) Act 2025. It has four teams: Case Resolution, Investigations, Operations Policy and Specialised Matters, Appeals and Reconsideration. The Deputy Commissioner (Operations) reports to the Commissioner and leads the end-to-end delivery of victim complaints operations, overseeing Case Resolution and Investigations so that processes are fair, robust, trauma-informed and consistent with the Act.
Key responsibilities
- Co-develop the OSC's multi-year operational strategy, operating model, resourcing plan and performance measures, and establish the OSC as a trusted authority and global thought leader for online harm victim relief.
- Lead the Assistant Commissioner (Case Resolution & Investigation) in managing the full lifecycle of online harm reports, from intake and triage to investigation, case assessment, outcomes and follow-up.
- Set and enforce casework quality standards such as timeliness, consistency, proportionality, victim-centred practice, record-keeping and audit trails, and develop protocols for complex, high-risk cases.
- Use case data and trend analysis to continuously improve triage, prioritisation and operational playbooks.
- Design and maintain operational frameworks, policies, guidance, standard operating procedures and training standards, and ensure governance, risk management and internal controls.
- Build relationships with government agencies, technology platforms, app stores, industry partners and community organisations, and represent the OSC in operational coordination forums.
- Build and lead multidisciplinary teams, establish a culture of professional rigour and empathy, and put in place wellbeing measures such as debriefs and vicarious trauma support.
- Provide senior oversight of operational planning and resources, and support external communications on operations.
Required profile
- At least 10 years of supervisory experience leading operations, investigations, trust and safety, technology policy, regulatory operations, enforcement or complex service delivery in public or private sectors.
- Demonstrated experience designing and running high-volume, high-stakes casework with clear service standards and quality controls.
- Familiarity with how online platforms operate (content moderation, reporting tools, recommender systems); experience with online trust and safety, public policy or content regulation is advantageous.
- Strong judgment, stakeholder management, written and verbal communication, and proven people leadership.
- Resilience, given possible exposure to graphic content including sexual material, minor safety, suicide and self-harm, violent extremism and bullying.
The position reports to the Commissioner, is commensurate with experience, and only shortlisted candidates will be notified.
