Deputy Director – Transformation

About the role

We are looking for a dynamic Deputy Director to lead our Digital Transformation Team within NTUC’s employment and employability sub‑department. You will drive enterprise‑wide automation, innovation and process redesign to improve business performance and service delivery across Singapore.

Key responsibilities

• Provide leadership in best‑practice project, change and security‑by‑design management.
• Oversee end‑to‑end IT project lifecycles, from requirements gathering to post‑deployment support, using frameworks such as PMP or PRINCE2.
• Manage vendors and service providers, ensuring contractual obligations, service levels and delivery milestones are met.
• Maintain accurate project, technical and governance documentation.
• Lead stakeholder communication, expectation management and issue resolution.
• Conduct procurement activities (RFP, RFQ, tender) and oversee contract finalisation.
• Provide advisory support to business teams for continuous improvement of processes and solutions.
• Identify, design and implement risk mitigation strategies for transformation initiatives.
• Prepare and present management reports on progress, risks, outcomes and KPIs.

Required profile

• Degree in Business, Information Technology, Computer Science or equivalent.
• 13–15 years of relevant experience, preferably with leadership or supervisory responsibilities.
• Proven experience in end‑to‑end project management, including process and solution design.
