Deputy/Assistant Director, Payments Development, Scheme & Governance (Contract)

About the role

This is a 2-year contract role within a team that drives the next generation of digital payment solutions and enhancements to Singapore's national payment schemes, positioning Singapore as a global payments hub. The work centres on policy and scheme governance and infrastructure projects with the industry.

Key responsibilities

• Work with payments ecosystem stakeholders to co-create payment strategies and enhance national payment infrastructure such as PayNow, SGQR and eGIRO, overseeing end-to-end development from problem identification to design, solutioning, implementation and industry rollout.
• Develop and refine policies and frameworks for better governance and risk management of national payment schemes, and oversee their ongoing administration and management.
• Drive national payment projects and initiatives, building strategic relationships with financial institutions, associations and key industry players to strengthen their resilience and capacity.
• Analyse trends in payments innovation and cross-border payments, and learn from governance models and investments in payments infrastructure in other countries.
• Develop project plans, timelines and milestones, and manage stakeholder expectations and shared objectives.

Required profile

• Bachelor's degree in a business, finance, technology or related field.
• Keen interest in the payments and FinTech sector.
• Relevant experience in financial services, public policy and payments regulations is advantageous.
• Ability to work independently and collaboratively, manage multiple priorities and adapt to change in a fast-paced environment.

Required skills

• Strong verbal and written communication and stakeholder management skills.
• Strong analytical and problem-solving skills.
• A good understanding of payment systems, the local and global payments landscape, financial technology and banking industry trends is an advantage.
