Estate Manager (Policy Development)

About the role

HDB is hiring an Estate Manager in its Policy Development Section (PDS) of the Market & Policy Department. You will develop and review public housing policies on flat sales, purchases and allocation, using data-driven analysis to meet changing housing needs and social objectives. You will work with operational departments, the Ministry and communications teams, and may rotate into customer-facing roles.

Key responsibilities

• Develop new policies and review existing ones governing the sale and purchase of public housing and the allocation of new flats.
• Support national social objectives such as supporting marriage and parenthood, the housing needs of sandwiched groups, familial care, housing monetisation and a home-for-life.
• Carry out data-driven studies to analyse the impact of proposed policy solutions, from identifying concerns to evaluating options and conducting post-implementation reviews.
• Work with operational departments and the Ministry to ensure smooth policy implementation.
• Collaborate with the Ministry's Strategic Communications & Engagement Division and HDB's Strategic Communications & Engagement Group on communications plans for policy announcements.
• Possibly rotate to Customer Relations Manager, handling case processing, stakeholder management and appeals handling.

Required profile

• A good degree, preferably in economics, real estate and/or social sciences.
• Able to grasp concepts and synthesise information quickly, and to see issues from many perspectives.
• Able to balance the interests of different stakeholders and find common ground.
• Keen eye for detail and meticulous work.
• Strong command of English, effective in presentation and writing.

Required skills

• Comfortable with numbers and familiar with data analytics.
