HR Manager – Global Expansion

About the role

We are seeking an HR Manager to lead our global expansion efforts, building compliant and scalable HR frameworks in key target markets across Southeast Asia and North America. You will partner closely with the International Business General Manager to align HR strategy with business growth.

Key responsibilities

• Research and implement labor, visa, tax, and social security compliance in target regions; establish audit mechanisms.
• Handle employee relations, labor disputes, and visa escalations to protect business continuity.
• Standardize core HR processes such as onboarding, contracts, and terminations.
• Co‑design a tailored HR architecture that aligns global policies with local nuances, covering compensation, benefits, and performance.
• Manage local PEO/EOR vendors and external outsourcing agencies to secure talent supply.
• Act as the primary liaison between regional operations and Global HQ HR, ensuring seamless policy cascading.
• Facilitate cross‑border talent mobility, including expat assignments, relocations, transfers, and repatriation workflows.

Required profile

• Bachelor’s degree or higher in Human Resources, Business Administration, Psychology, Labor Law or related fields; HR certifications (IHRP, SHRM, CIPD) a plus.
• Minimum 3 years of hands‑on experience in international/overseas HR operations, with strong knowledge of labor laws in Southeast Asia or North America.
• Proven experience setting up overseas HR policies from scratch.
• Fluent in both Mandarin and English, capable of reviewing legal documents and leading cross‑timezone meetings in both languages.
• Direct experience managing overseas vendors and local HR teams.
