Inspection Officer, ESID

About the role

The Building and Construction Authority (BCA) oversees the built environment in Singapore, regulating building safety and leading its transformation. Its ESID unit is looking for a motivated, detail-oriented person to oversee unauthorised structures: monitoring, investigating and ensuring compliance of buildings erected without proper authorisation. The role needs knowledge of the regulations, good communication skills and collaboration with stakeholders.

Key responsibilities

• Surveillance and investigation: conduct regular inspections to identify unauthorised structures and investigate complaints about them, gathering information to assess compliance.
• Structural assessment: read and interpret structural drawings to assess building safety and integrity, identify structural deficiencies and evaluate compliance with relevant codes and regulations.
• Regulatory compliance: interpret and enforce building regulations so that structures comply with them.
• Documentation and reporting: keep records of unauthorised structures, including photographs, violation notices and correspondence with property owners; prepare detailed reports with findings, compliance status and recommended actions for regulatory bodies.
• Communication and conflict resolution: talk to property owners, developers and other stakeholders to explain regulations and resolve disputes amicably.

Required profile

• Tertiary qualification in civil or structural engineering.
• At least 2 years of relevant design and site experience.
• Good command of spoken and written English.

Required skills

• Ability to read and interpret structural drawings.
• Understanding of building regulations and codes.
