About the role
The Institute of Public Sector Leadership (IPSL) within the Civil Service College is seeking a Learning & Development Specialist to design, deliver and evaluate learning programmes for Singapore public service leaders. You will work closely with senior officials, external experts and HR partners to ensure that leadership development interventions meet the evolving needs of the public sector.
Key responsibilities
- Diagnose learning and performance needs of public service leaders and design tailored interventions.
- Develop and deliver learning programmes, workshops and digital modules for diverse learner profiles.
- Partner with senior leaders, external experts and HR officers to co‑create solutions that address identified gaps.
- Collect and analyse participant feedback and performance data to evaluate impact and inform continuous improvement.
- Experiment responsibly with new learning approaches and refine processes to enhance effectiveness.
Required profile

- Ability to synthesize information from multiple sources and make sound judgments on learning solutions.
- Excellent networking skills to build collaborative relationships across ministries and agencies.
