Manager / Senior Manager (Procurement Governance & Systems Transformation)

About the role

NParks is seeking an experienced procurement professional to support its transition to GeBIZ X, the next-generation procurement platform for Whole-of-Government (WOG). The role reviews and harmonises existing procurement processes with WOG workflows while keeping business-as-usual operations running, and covers post-implementation support, ongoing policy upkeep and system enhancements. It is a 2-year contract position.

Key responsibilities

• Review, interpret and advise on the Government IM on Procurement and relevant WOG policies, and develop internal procurement policies, procedures, guidelines and approval frameworks.
• Assess governance implications of proposed GeBIZ X workflows, including approval authorities, segregation of duties, audit trails and risks, and engage stakeholders to resolve issues.
• Map existing procurement and contract management processes, identify gaps and develop streamlined TO-BE workflows, documenting process changes and controls.
• Gather requirements, assess functional gaps and turn them into business specifications; support data readiness, migration validation and reconciliation, and liaise with MOF, GovTech and other stakeholders.
• Coordinate stakeholder engagement, training and readiness, prepare progress updates and risk logs, and develop user guidance and knowledge-transfer materials.
• Plan contingency arrangements, coordinate post-go-live stabilisation, issue resolution, regression testing and user support, and continue reviewing governance and workflows.

Required profile

• Preferably 5-8 years of experience in public sector procurement, procurement governance or policy development.
• Strong working knowledge of the Government IM on Procurement.
• Hands-on experience drafting or reviewing policies, interpreting procurement rules, reviewing controls or advising stakeholders on compliance.
• Ability to conduct business process reviews, gap analysis and AS-IS/TO-BE mapping, with sound judgement on governance and operational trade-offs.
• Experience in business analysis or system implementation.
• Proactive, self-driven, with strong analytical, writing, problem-solving, stakeholder engagement and project coordination skills.
