Manager / Senior Manager, Programme Evaluation (P2MD)

About the role

This role sits within Singapore's career and employment services ecosystem and aims to improve lifelong learning and employment outcomes for Singaporeans. Reporting to the Team Lead, you will support group operations through administration, data governance, documentation and knowledge management, as well as programme evaluation, while generating data insights that strengthen programme delivery through Theory of Change.

Key responsibilities

• Support the review and evaluation of career and employment programmes, using Theory of Change and evaluation methodologies to assess performance and identify improvements
• Coordinate reviews, monitor follow-up actions, maintain documentation and ensure compliance with programme requirements
• Analyse programme data from multiple sources, identify trends and provide insights and recommendations for planning and improvement
• Monitor budget utilisation, cashflow projections and programme outcomes, and support budget and utilisation monitoring
• Maintain programme records, documentation and knowledge-sharing practices, and manage system access requests and user accounts
• Prepare regular reports and oversee CRM cases with timely responses
• Review and improve operational processes and support programme reviews and evaluations

Required profile

• Detailed, organised and able to manage multiple tasks, meet deadlines and deliver quality work
• Good with numbers, proactive, resourceful and adaptable to a fast-paced environment
• Experience in programme management, evaluation, workforce development, grants administration, governance or compliance is an advantage
• Familiarity with monitoring and evaluation approaches, data reporting and stakeholder management is useful
• Fresh graduates are welcome to apply
