Manager / Senior Manager, Programmes (TPPD)

About the role

The Training Planning and Programmes Development Division (TPPD) sits within the Training Partners Group (TPG) of the Skills and Workforce Development Agency. As a key member of the Group's strategy unit, you will help shape training partners' strategies and manage operational policies and programmes that affect the Continuing Education and Training (CET) ecosystem. The role involves driving the adoption of TP-related policies and programmes while collaborating with other SWDA divisions, the Ministry of Manpower and the Ministry of Education.

Key responsibilities

• Formulate, plan and review strategies, operational policies and programmes with relevant stakeholders
• Conceptualise and execute strategies, identify challenges and propose measures to address them
• Draft submissions, papers and presentations to Senior Management
• Coordinate engagement with internal and external stakeholders such as other agencies, ministries and training partners
• Track progress and outcomes, gather and analyse data for reporting, oversee budgets and develop system enhancements
• Propose and implement data analysis and evaluation approaches to measure CET programme effectiveness
• Perform other duties assigned to support the division's strategic objectives

Required profile

• At least 3-5 years of experience in operational policy planning and review work
• Good analytical and systematic problem-solving skills, with strategic foresight
• Able to tackle complex issues and synthesize diverse, conflicting information into solutions and frameworks
• Comfortable in an ambiguous, fast-moving environment
• Clear communicator in writing and verbally, performance-driven and meticulous
• Enjoys collaborative work and stakeholder management
