PMO Manager – Resource Management Lead

About the role

The Resource Management Lead is responsible for controlling the supply constraints of application delivery teams. You will provide transparent visibility of demand, allocation, skills, availability, bench, and release forecasts, ensuring the business can commit to work it can staff and deliver.

Key responsibilities

• Own the applications resource master, skills matrix, allocation register, bench view, leave visibility and 4/8/12‑week release forecast.
• Run a weekly Resource Council to match demand with internal, offshore, bench, vendor or hiring capacity.
• Track open resource demand from approved projects, pipeline, red‑project recovery, service requests and capability initiatives.
• Identify over‑allocation, resource conflicts, last‑minute assignment risks, long‑tenured resource risks and critical SME backup gaps.
• Collaborate with Practice Leads to keep skill, proficiency, certification, domain and SME information up‑to‑date.
• Partner with Deal Assurance to provide capacity confidence before proposal submission or delivery commitment.
• Coordinate sourcing paths including internal redeployment, offshore capacity, vendor resources, contractors or hiring requests.
• Deliver capacity‑gap insights to Portfolio and Performance teams and signal capability‑build needs to Practice and Delivery leaders.

Required profile

• Proven experience in resource management, workforce planning, PMO operations, delivery operations or capacity planning within IT services.
• Strong understanding of project staffing, allocation, utilization, bench management, skill matching and delivery priorities.
• Ability to work with Practice Leads, Delivery Leads, Project Managers and Sales teams to resolve resource conflicts objectively.
• Excellent facilitation and negotiation skills in a matrix organization.

• Microsoft 365 suite (Teams, SharePoint, Lists, Planner, Forms, PowerPoint)
• Experience with PPMS or equivalent project reporting platforms
• Familiarity with ChatGPT Enterprise for productivity support
