Resident Technical Officer – Civil & Structural

About the role

The Resident Technical Officer (C&S) is responsible for supervising construction activities on site, ensuring that all works are executed safely, on schedule, and to the required quality standards. This role involves close coordination with contractors, the safety team, and project stakeholders to deliver compliant and defect‑free outcomes.

Key responsibilities

• Supervise timely execution of works, maintaining quality control and adherence to contract specifications, drawings, and timelines.
• Review drawings and specifications for discrepancies, report findings to the Officer‑In‑Charge (OIC), and ensure corrective actions.
• Monitor material quality, sample compliance, and rectify any non‑conformities.
• Prepare defect lists, track rectification progress, and confirm satisfactory closure.
• Ensure statutory compliance and that structural or critical works follow approved plans.
• Attend and minute site, progress, variation, QA/QC, and coordination meetings.
• Resolve main contractor queries and coordinate activities with other contractors.
• Inspect handover of completed works and maintain up‑to‑date project records.
• Coordinate building and civil & structural services while supporting the safety team to maintain maximum site safety.

Required profile

• Diploma in Civil or Structural Engineering from a Polytechnic or equivalent.
• Minimum 5 years of experience as a Resident Technical Officer, including at least 2 years supervising deep excavation, drainage, pipe jacking, ground improvement, and monitoring instrument installation.
• Willingness to work shifts, including night shifts.
• Valid 2025 RTO Certification accredited by IES.
